The need for Home Inspections
The Government has recently introduced new legislation which will revolutionise the way residential property is bought and sold. Central to this legislation is the requirement that all properties must have a Home Information Pack (HIP) before the property can be put on the market. A key component of the HIP is the Home Condition Report (HCR) and only ‘qualified’, specialist Home Inspectors will be licensed to carry-out these HCRs. The seller of a property will be responsible for compiling the HIP which will include:
- draft sale contract
- evidence of title
- standard searches
- planning and building control consents
- property information and fixtures and fittings.
- copies of guarantees and warranties
- home condition report including an energy efficiency assessment
For leaseholders, the packs also include:
- copy of the lease
- service charge accounts
- building insurance policy details
- details of the landlord
The Benefits of Home Information Packs
- should stop people from putting their home on the market with no real intention of selling.
- as the cost of the HIP is borne by the seller, buyers will not be out of pocket if the sale does not proceed.
- the availability of information at the ‘front end’ of the process makes it more transparent.

Stock Condition Surveys
In order for Housing Associations to meet the requirements of the Housing Corporation it is necessary for them to have an up to-date asset management plan, reinvestment and risk appraisal strategies and a stock condition survey.
There is a requirement for the housing stock to be in a lettable condition that exceeds statutory minimum regulations.
